NYSDOT | Clover Street and Jefferson Road intersection

New York State Department of Transportation (NYSDOT) Regional Director Kevin O’Buckley has announced that a $5.5 million contract has been awarded to Keeler Construction of Albion, Orleans County. The project will upgrade the intersection of State Route 65 (Clover Street) and State Route 252 (Jefferson Road).

Work is anticipated to begin August 2008. Motorists can expect one lane in each direction when crews are on site performing the work. Crews will be working generally between the hours of 7AM to 5PM. Some weekend and night work will be necessary at the Clover Street/Jefferson Road intersection in order to minimize traffic disruptions.

The final plans call to:

  • resurface portions of Clover Street at the north and south end of the project
  • provide a dedicated northbound left turn lane at Tobey Village Road
  • widen and construct a westbound and eastbound auxiliary through lane on Jefferson Road
  • provide green arrows for all left turns
  • eliminate westbound and eastbound right turn lanes on Jefferson Road
  • build sidewalks on Clover Street and Jefferson Road
  • construct a loop road with parking
  • move the public entrance to Lock #32 Canal Park area to opposite Framingham Drive
  • remove the stairs and reconstruct the existing bicycle canal path to meet ADA standards

Project update 10/30/09

Please be aware that the intersection is still under construction and you will need to expect some delays. According to NYS-DOT, signal work still needs to be completed. The loops under the road that determine whether there is traffic at the signal are still not connected because they just finished paving. They are working to get the signal functioning correctly as quick as possible. Hopefully, not more than a week. In addition, the final striping should be completed by next Thursday, so motorists will start seeing many of the construction barrels and cones removed. Canal Trail traffic will be able to use the new tunnel under Clover Street in no more than a month. Just in time for the winter bicycle season.


Project update 10/1/09

Starting as soon as today, contractors for NYS-DOT will be paving the topcoat of asphalt over the entire project area. This should take approximately 6 days, weather permitting. The plan on doing the intersection itself on Saturday. Temporary striping will be placed until the permanent strips are applied in a few weeks. As a reminder there will be a dedicated left turn lane with a signalized arrow in all directions. Also there will be 2 pass through lanes in each direction with the right most lane also used for right turns. Suspended signs will warn motorists on lane choice well before the Clover / Tobey Intersection. Pedestrian signals will also be in place.

Permanent traffic signals and all signage will be in place shortly after the paving is finished. Through the month of October you can expect to see crews installing all the landscaping. It is also expected that the canal trail re-alignment under Clover Street will be completed by the end of November.


Project update 7/1/09

Work will continue during the weekends of July 10th and 17th. The Clover/Jefferson intersection will be cut down to one single lane (for both directions). Workers will be in the area directing the alternating traffic. This work is part of the $5.5 million project to rebuild the intersection to have a left, center and combination right/thru lanes; provide green arrows for all left turns; a dedicated left turn lane at Tobey Village Road on Clover Street, new sidewalks on both roads; and enhancements to the Lock #32 Canal Park area. The project is slated to be complete by October.


Project update 5/20/09

Water service to Tobey Village Office Park will be shut off for a few hours on Saturday morning, 5/23. Fairway Crossing, Eaglewood Circle, and Ryder Cup Circle will lose water for a few hours the morning of Tuesday, 5/26, as they are switched over to a new main. All those affected will receive letters spelling out the details from NYS-DOT.

It is expected that the work on correcting the grade for the Canal Path will take 6-8 weeks. After that time, bicyclists and pedestrians will no longer have to use the stairs or cross Clover Street.

The project is slated to be complete by November 2009.


Project update 4/9/09

Roadwork to rebuild the intersection of Clover Street and Jefferson Road has resumed. The water line will cross Jefferson Road just east of Clover Street. Crews expect to keep one lane of traffic open in each direction most of the time, however it may be necessary to reduce travel to a single, alternating pattern with flaggers for short periods as needed.

Utility work including moving the waterline and drainage system started last earlier this spring. Work to begin reconstructing the pavement on Jefferson Road a short distance east and west of the intersection with Clover Street will begin in the coming days and weeks. Much of the new roadway will be built to the north of existing roadway and will have little impact to traffic. Clover Street will be slightly widened.

Over the course of approximately five weekends this summer, traffic will be reduced to a single, alternating pattern with flaggers to tie in the new roadway and build the intersection itself. Advance notice will be given once a schedule is finalized.
