SUPERVISOR'S APPOINTMENTS FOR 2000
Supervisor Carpenter announced the following appointments for 2000:
- Deputy Supervisor--Sandra Zutes.
- Director of Finance; Budget Director--Gregory Duane.
- Secretary to the Supervisor--Jackie Curley.
- Town Historian--Audrey Johnson.
TOWN BOARD LIAISONS FOR 2000
Supervisor Carpenter announced Town Board liaison assignments for 2000:
- Library, Pittsford Youth Services--Councilwoman Zutes.
- Environmental Board--Councilman Marini.
- Planning Board, Historic Preservation Commission--Councilman Higgins.
- Zoning Board, Parks and Recreation Board, Group Home Committee--Councilwoman Green.
STAFF APPOINTMENTS
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that the following staff appointments are approved for 2000-2001:
- Thomas Elliott--Commissioner of Public Works; Highway Superintendent.
- Martin Brewster--Deputy Commissioner of Public Works.
- Margaret Beck--Town Clerk; Receiver of Taxes.
- Jean Wegman--Deputy Town Clerk.
- Rose Ann Crispino--Deputy Receiver of Taxes.
- Paul Wilson--Director of Parks and Recreation.
- Douglas Morgenfeld--Deputy Director of Parks and Recreation.

PLANNING BOARD APPOINTMENTS
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the following appointments are made to the Planning Board: Cary Smith for a term that ends on December 31, 2005; David Jefferson for a term that ends on December 31, 2006.

PLANNING BOARD CHAIR APPOINTED FOR 2000
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that William Brizee is appointed Planning Board Chair for 2000.

ZONING BOARD OF APPEALS APPOINTMENT
A resolution was offered by Higgins, seconded by Marini,
RESOLVED, that the following appointment is made to the Zoning Board of Appeals: Rufus Falk reappointed for a term that ends on December 31, 2006.

ZONING BOARD OF APPEALS CHAIR , VICE CHAIR APPOINTED FOR 2000
A resolution was offered by Higgins, seconded by Green,
RESOLVED, that Edmund Starowicz, Jr. is appointed Zoning Board of Appeals Chair and Barbara Serve is appointed Vice Chair for 2000.

ENVIRONMENTAL BOARD APPOINTED FOR 2000
A resolution was offered by Marini, seconded by Green,
RESOLVED, that the following persons are appointed to serve on the Environmental Board for 2000: Phillip Ciufo, Jr., Robert Thompson, Robert Sherwood, Robert Kremens, Shannon Wegman, William Lieberman, Cynthia Cable.

HISTORIC PRESERVATION COMMISSION APPOINTMENT
A resolution was offered by Green, seconded by Marini,
RESOLVED, that the following appointment is made to the Historic Preservation Commission: Jeffrey Kaplan reappointed for a term that ends on December 31, 2003.

HISTORIC PRESERVATION COMMISSION CHAIR APPOINTED FOR 2000
A resolution was offered by Green, seconded by Higgins,
RESOLVED, that William Pieper is appointed Chair of the Historic Preservation Commission for 2000.

PARKS AND RECREATION BOARD APPOINTED FOR 2000
A resolution was offered by Green, seconded by Marini,
RESOLVED, that the following persons are appointed to serve on the Parks and Recreation Board for 2000: Robert McCambridge, David Jennison, Robert Shaddock, Joel Evans, Andrew Burns, Bridgit Kolano, Michael Rose, Amy Degnan, John Bernacki.

PARKS AND RECREATION BOARD CHAIR APPOINTED FOR 2000
A resolution was offered by Green, seconded by Marini,
RESOLVED, that Andrew Burns is appointed Chair and Robert Shaddock is appointed Vice Chair of the Parks and Recreation Board for 2000.

ARCHITECTURAL REVIEW BOARD APPOINTED FOR 2000
A resolution was offered by Higgins, seconded by Marini,
RESOLVED, that the following persons are appointed to serve on the Architectural Review Board for 2000: Ann Maloy, Richard Beers, Daniel Mossien, Bob Healy, Steven Findlay.

RAYMOND F. WAGER APPOINTED TOWN ACCOUNTANT FOR 2000
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that Raymond F. Wager, CPA, PC is appointed the Town of Pittsford accountant for 2000.

MRB GROUP APPOINTED TOWN ENGINEER FOR 2000
A resolution was offered by Carpenter, seconded by Green,
RESOLVED, that the MRB Group is appointed town engineer for 2000.

TOWN ATTORNEYS APPOINTED FOR 2000
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that Peter Spinelli is appointed Attorney for the Town and Richard Williams is appointed Deputy Town Attorney for 2000.

2000 SALARIES APPROVED
A resolution was offered by Higgins, seconded by Carpenter,
RESOLVED, that the salaries for the Supervisor, Councilpersons, Justices, full time and part time staff are approved as adopted in the 2000 budget.

2000 PETTY CASH FUNDS APPROVED
A resolution was offered by Marini, seconded by Green,

VOUCHER APPROVAL AUTHORIZED FOR 2000
A resolution was offered by Green, seconded by Higgins,
RESOLVED, that the following persons are authorized to approve town vouchers during 2000: William Carpenter, Gregory Duane, Julie House, Stephen Robson, Thomas Elliott, James Scherer, Margaret Beck, Audrey Johnson, Joan Jaeschke, Jan Prinzi, Paul Wilson, Douglas Morgenfeld, Scott Bryson, Gregory Wegman.

2000 HOURLY MINIMUM RATE SET
A resolution was offered by Higgins, seconded by Marini,
RESOLVED, that the 2000 hourly rate for the Town of Pittsford is set at $5.15.

2000 WORK WEEK ESTABLISHED
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the 2000 Town of Pittsford work week will be 35 hours for all departments except for the Highway Department, Sewer Department, Building Maintenance and Parks Department laborers who will have a 40-hour work week.

2000 PAY PERIOD SET
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the 2000 pay period for the Town of Pittsford will be bi-weekly.

2000 MILEAGE REIMBURSEMENT RATE SET
A resolution was offered by Higgins, seconded by Green,
RESOLVED, that the mileage reimbursement rate for 2000 will be 32.5 cents per mile.

2000 TOWN BOARD MEETING SCHEDULE SET
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that the Town Board will meet on the first and third Tuesday of each month at 7:00 P.M. local time in Pittsford Town Hall.

2000 MEETING REIMBURSEMENT RATE SET
A resolution was offered by Higgins, seconded by Green,
RESOLVED, that the 2000 meeting reimbursement is set at $10.00 per meeting for lunch expenses.

2000 PER DIEM MEAL REIMBURSEMENT SET
A resolution was offered by Marini, seconded by Higgins,
RESOLVED, that the 2000 per diem rate for meal reimbursement will be $36 per day.

2000 BANK DEPOSITORIES APPROVED
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the following banks are approved as depositories for Town of Pittsford funds for 2000: Fleet, Chase, HSBC, M&T, On Bank and Canandaigua National Bank.

2000 OFFICIAL NEWSPAPERS DESIGNATED
A resolution was offered by Green, seconded by Higgins,
RESOLVED, that the following newspapers are designated as official newspapers for the Town of Pittsford for 2000: Brighton-Pittsford Post, Democrat & Chronicle, Daily Record.

CONFERENCE ATTENDANCE AUTHORIZED FOR TOWN EMPLOYEES
A resolution was offered by Carpenter, seconded by Green,
RESOLVED, that town employees are authorized to attend the regular meetings of their professional organizations during 2000 as listed in Attachment A.

SUPERVISOR'S ANNOUNCEMENTS
Supervisor Carpenter said that the state has rested its case in the Monoco hearing. Now the defendants will present their case. The hearing is expected to end this week.
MINUTES OF DECEMBER 30, 1999
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the minutes of December 30, 1999 are approved as submitted.

BID AWARD: 2000 RECREATION BROCHURE PRINTING
A resolution was offered by Green, seconded by Marini,
RESOLVED, as recommended by Parks and Recreation Director Paul Wilson, the bid for printing the 24 page recreation brochure in 2000 is awarded to Penny Lane Printers, being the lowest responsible bidders, in the amount of $1829. (See Attachment B)

2000 TOWN OF PITTSFORD FEE SCHEDULE APPROVED
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, the 2000 fee schedule for the Town of Pittsford is approved as listed in Attachment C.

PUBLIC HEARING RESCHEDULED: PROPOSED LOCAL LAW NO. 1 OF 2000; REAL PROPERTY TAX EXEMPTION FOR DISABLED PERSONS
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, the public hearing to consider Local Law No. 1 of 2000; Real Property Tax Exemption for Disabled Persons is rescheduled from Tuesday, January 5, 2000 to Tuesday, January 18, 2000 at 7:15 P.M. local time in Pittsford Town Hall.
ROLL CALL: Ayes, all. Nays, none. Declared carried.
CONTRACT WITH RAYMOND F. WAGER FOR AUDITING SERVICES AUTHORIZED
A resolution was offered by Marini, seconded by Higgins,
RESOLVED, that the Supervisor is authorized to sign a contract with Raymond F. Wager, CPA, P.C. for an audit of the year ending December 31, 1999 for an amount not to exceed $14,250.

NYS SNOW AND ICE CONTRACT AMENDMENT AUTHORIZED
A resolution was offered by Green, seconded by Higgins,
RESOLVED, that the Supervisor is authorized to sign Amendment "A" to the New York State Snow and Ice Contract, as recommended by the Commissioner of Public Works.

CHANNEL 13 WEATHER SERVICES CONTRACT RENEWAL AUTHORIZED
A resolution was offered by Carpenter, seconded by Higgins,
RESOLVED, that the Supervisor is authorized to sign the 2000 weather radar and forecasting services contract with WOKR Channel 13 at a cost not to exceed $290 per month.

RESIGNATION ACCEPTED: PAUL CONDIT FROM PLANNING BOARD
A resolution was offered by Carpenter, seconded by Marini,
RESOLVED, that the Town Board accepts the resignation of Paul Condit from the Planning Board with regret and with appreciation for his service to the town.
