3195 Monroe Avenue - Wegmans Wine & Liquor Store -Preliminary/Final Site Plan

Mr. Ralph Uttaro, Senior Vice President for Wegmans indicated following discussions with the Planning Board and members of Town staff and listening to other concerns relative to parking issues Wegmans has decided to reformulate the application and withdraw the wine shop proposal at this time.
Mr. Uttaro reminded the Board last year Wegmans received approval to complete the restaurant and associated parking. Mr. Uttaro explained Wegmans is applying for modification of approval for the restaurant addition and reconfiguration of parking near the loading dock allowing for a total of 80 employee spaces. He noted a portion of the existing berm would be removed to allow for this increase in parking and noted additional landscaping would be added to the berm.
Eric Bartles addressed the previously approved restaurant addition explaining it involves an additional 300 to 400 square feet including second level and partial basement. With regard to the loading dock, Eric Bartles discussed the minor grading and removal of a portion of the berm to allow for truck clearance around the new parking spaces. Mr. Bartles presented Board members with restaurant renderings of the stone and timber structure leading to a second floor open porch as it nears the taller existing restaurant building. This addition architecture follows the canal theme with a simulated lock/gate structure opening onto a courtyard with fire pit available for outdoor eating.
Mr. House opened the hearing for public comment.
- Les Mitchell of 12 Leeward Lane requested no additional lighting on the back of the addition. Additionally, Mr. Mitchell would prefer no outdoor music or announcements. He would like construction hours of operation limited to 7 am to 5 pm. and truck back-up beepers silenced.
Mr. Brewster explained this modification to the previously approved special permit/site plan allowed construction Monday to Friday 7:00 am to 11pm and 9:30 am to 11pm on Saturday and Sunday and noted OSHA required back-up signal for safety. There was no further comment and Mr. House closed the hearing.
Jeff House indicated a resolution was prepared and confirmed the Board was familiar it. Mr. House made a motion to accept the resolution for preliminary/final site plan approval and modification of special permit allowing construction of an addition to the Tastings Restaurant with associated expansion of parking in the loading dock area as written. Dave Wigg seconded the motion and the Board voted unanimously to grant approval. A copy of the resolution is attached.
NEW PUBLIC HEARING
Hidden Grove Preliminary Subdivision (Mendon Road)

Walt Baker of DSB Engineers on behalf of Sortino Properties indicated this application is for preliminary approval of a 9-lot subdivision and noted he will be attending ZBA regarding side setbacks on lot 1. Mr. Baker explained no lighting district is proposed, as the applicant proposes placing post lamps on each lot. There will be public water, sewer and the road is to be dedicated. Mr. Baker also indicated a meeting would be planned with staff regarding landscaping of the pond area and noted the Parks and Rec advisory committee suggested access to Harper Road.
Mr. House opened the hearing for public comment and Andy Moll of 388 Mendon Road suggested the need for more buffering for his property. There was no further public comment and the hearing remains open.
4245 East Avenue- Nazareth Dorm/Parking

Mr. House noted receipt of several letters from area residents regarding this application.
Paul Sylvestri of Nazareth addressed this modification of special permit application for a 4-story dorm on the Napier Quad and proposed the addition of 68 parking spaces to the existing P-lot. Mr. Sylvestri indicated housing is needed as 61 residential rooms were tripled this year and a number of commuting students would prefer to live on campus. The dorm would house freshmen and upper classmen and would contain classroom and computer lab study areas in addition to residential living. The highest point of the dorm is the 50-foot stair tower on the south side to provide roof access. As reference, the general area was approved for a 5-story dorm in 1997 however it was never build. Students in the area currently park in lot H and the need for parking increases along with number of students.
Bob Healy of Labella addressed the architectural issues indicating it would be constructed of brick blending to match with existing buildings. The dorm is proposed 150 feet into the campus from O'Connor Hall. It will have a partial basement and window placement is toward the campus with sound directed away from the nearest neighbors on Winding Road. There will be windows at the end of the halls to allow for additional lighting, a cooling tower, a generator and a transformer will be contained on the south side of the building in a walled area.
Ed Parrone explained work would begin on lot P prior to dorm construction as the H-lot would be used for staging and new spaces would offset those covered for staging. Lot P has sufficient access, utilities and topography to support this proposed addition. Mr. Parrone noted about 21 trees would be removed and others would be planted to increase buffering. He discussed how the college worked with previous residents of Winding Road to create of the existing berm and landscaping.
Jeff House indicated the Board had prepared DRC comments and awaits a written response to these from the applicant and reported the applicant indicated a meeting was recently held with its neighbors.
Mr. Sylvestri addressed neighborhood issues noting the destruction of 8 mailboxes and replaced by Nazareth. Students running through yards, loud music and misconduct were also an issue. Mr. Lawrence also with the College noted Nazareth security patrols Winding Wood hourly in an effort to reduce student neighbor issues.
Jeff House inquired about the distance to the lot line and was told it is 150 feet and Dave Jefferson asked if the dorm windows were sealed. Mr. Parrone indicated while the building is air-conditioned the windows would open with the exception of those at the end of the halls.
- Scott Lockwood of 45 Winding Rd is opposed the plan due to physical size and number of students so close to this small neighborhood community. He also sited stolen property, student noises, lighting impacts and bus/truck traffic as additional reasons for opposition.
- Grace Jones a new homeowner on Winding Road expressed concern with safety and security for her child after relating her activities as a student.
- Allison Byron of 52 Winding Road addressed the size of the berm noting it is more of a small knoll and doesn't begin to buffer the impact of such an immense building. She also addressed possible lighting and window noise from the west side of the building would add to the noise impact. Mr. Healy indicated it would be possible to arrange the window openings to lesson the noise toward the neighborhood.
- Louis Peck of 4343 East Avenue is opposed the entire project especially the proposed increase in parking. He suggested putting parking underground and addressed creating a satellite campus.
- Linda Peck also of 4345 East Avenue expressed her opposition to this application suggesting the College consider offering Internet classes.
Dave Wigg asked whether the college kept a log of complaints and was told the College has received 3 in the last 2 years. Several residents said they have called the sheriff's office rather than the College.
Mr. House explained the Board awaits receipt of a written response to the DRC comments and the hearing remains open.
KENSINGTON WOODS NORTH - Lehigh Station & Pittsford Henrietta TLR

Peter Vars of BME Associates indicated this application is for a 29-lot preliminary subdivision under section 278 providing 18+/- acres of open space designated as rural conservation. Peter explained 12 lots are proposed on the northern portion of the property across Lehigh Station Road and 17 lots on the south. Pittsford Henrietta Town Line Road is considered the safer access placement for both sections. Additionally, a pedestrian trail is proposed to link with Kensington Woods, Delancey Court, Rollins Crossing and on to Calkins Road. Mr. Vars noted wetland delineations were updated, he addressed public water delivery, the need for a sewer district and county acceptance of the proposed road names. Mr. Vars also mentioned he had received the DRC comments and a written response would follow.
Mr. House opened the public hearing and Jim Morgan of 2490 Lehigh Station Road asked that his private water line within the Lehigh Station right of way not be disturbed. Dave Wigg suggested the applicant should be aware of the location of the line. Mr. Wigg asked if there was existing or proposed buffering.
Ryan Bernfield of 2519 Lehigh Station Road addressed the problem of excessive speed on Lehigh Station Road and Marty Brewster noted the Town is also concerned with the safety of those crossing Lehigh on the pedestrian trail that offers connection to Tinker Nature Center in Henrietta and to the Isaac Gordon Park in Pittsford to the south and east.
The hearing remains open.

Mr. Vars presented elevations, color samples and photo simulations of the façade interest for the service wall. Lynn Gaede was present to discuss final colors and design and materials.
Peter noted he recently met with staff and the fire marshal to discuss issues such as hydrant location, landscaping and stormwater management.
