Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, on January 12, 2003, and filed in the Town Clerk's Office

Bill Brizee called the meeting to order at 7:35 p.m.

Bill Brizee commented the DRC response received on January 5, 2004. Cary Smith inquired about stormwater management and erosion control measures. No representatives of Chan were present and Marty Brewster explained what a check dam was and how it differed from a silt fence to control erosion. Several issues remain and the hearing remains open.

Brendan Bystrack of Parrone Engineering inquired whether the Board had any question regarding the DRC response.
Bill Brizee asked Parrone to consider squaring up the triangular access roadway as shown on current plans. Mr. Bystrack thought this would be possible as long as emergency vehicles have enough turning radius. Bill Brizee asked for additional public comment and with none given he closed the hearing.
St. John Fisher College

Modification of Special Permit

Bob Burgdorf of Nixon Peabody indicated the original permit for Growney Stadium was dated 1999. Modification of this permit would allow for an alumni viewing terrace at the north end of the stadium, rest rooms, vending and ticket sale areas on the interior and raising existing bleachers 2-3' higher for improved viewing and placing existing fencing in front of bleachers to provide field security. It was suggested eliminating the requirement for a temporary activity permit for events with no lighting, sound amplification and less than 300 spectators.
Dave Wigg would like the College notify the Town of these extra events and Joe Burkhart of St. John Fisher indicated this would be possible. Bill Brizee noted the DRC response was received and the hearing remains open.
West Bloomfield
Jane Tressel explained her land backs up to Country Pointe subdivision. Jane would like to subdivide her land into 2 lots. Marty Brewster addressed site distance and Jane indicated it presented no problem.
Bill Brizee indicated he was somewhat reluctant to discuss flag lots and that an application to the Zoning Board would be necessary for a variance. Jane thanked the Board and explained this was the sort of information she was trying to gather. Marty Brewster explained the next step would be to check site capacity.
Moratorium - South of Thruway
Marty Brewster reported the 3rd meeting took place and soon a draft code section would be prepared. Marty noted the drop in density was not specific, Behan is working on a plan and neighbors are embracing clustering. Agriculture will still be the areas primary use and the Young Barn could be converted into a farm stand or other use.
Highlands
Marty met with Peter Vars regarding the Highland Cottages and expressed concern regarding parking issues and shuttle service.

December 8th Planning Board meeting minutes were approved by voice vote.
The hearing was adjourned at 8:30 p.m.
